The House of Representatives recently passed their fiscal year 2025 (FY25) funding bill, in which there are many attempts to defund successful bipartisan programs like the Ending the HIV Epidemic initiative (EHE) and the Substance Abuse and Mental Health Services Administration (SAMHSA) Minority AIDS Initiative.
However, there’s still time to restore adequate funding before the budget passes through both chambers of Congress! Please join us in fighting back against these cuts and ensuring that the Senate funding bill, and subsequent final FY25 budget, provide robust funding for crucial HIV, TB, and HCV research and programmatic funds. Below are some of the proposed cuts that concern us the most.
FY25 House proposed numbers at a glance:
- Ryan White HIV/AIDS Program: $190 million cut
- CDC National Center for HIV, Viral Hepatitis, STD, and Tuberculosis Prevention (NCHHSTP): $220 million cut
- Proposed elimination of $220 million to EHE line item
- Proposed increase to Division of Viral Hepatitis of $10 million
- Proposed flat funding of $137 million to Division of Tuberculosis Elimination
- The Minority HIV/AIDS Fund (in the HHS Office of Infectious Disease and HIV/AIDS Policy): $15 million cut
- National Institutes of Health: $1.519 billion core funding cut
- Proposed restructuring includes splitting the National Institute of Allergy and Infectious Diseases (NIAID) into two programs, the National Institute on Infectious Diseases and the National Institute on the Immune System and Arthritis
- Biomedical Advanced Research and Development Agency (BARDA): $85 million increase
- Advanced Research Projects Agency for Health (ARPA-H): $1 billion cut
- USAID Global Health Programs: $321.29 million cut
- Proposed total elimination of $128.9 million to Global HIV Program
- Proposed flat funding of $394.5 million to Global TB Program
