TAG submitted this input for the Office of the High Commissioner on Human Rights (OHCHR) Independent Expert on Foreign Debt and Human Rights thematic report for the UN General Assembly 78 later this year. As an activist think tank fighting to end the HIV, TB, and HCV pandemics, we recognize the devastation caused by underinvestment in health care systems and services around the world. Such austerity is driven in part by unsustainable foreign debt burdens in low- and middle-income countries, which drain resources for vital TB and HIV programming. We call for a restructuring of debt provisions to prioritize health and human rights over creditor returns.
